Manlio Lisanti (1992) is a PhD candidate in Administrative Law at the University of Rome Tor Vergata, as part of the Doctorate in \"Theory of Contracts, Services, and Markets.\" His doctoral research focuses on the tools offered by the Public Contracts Code for the protection and enhancement of cultural heritage, and specifically on public-private partnership mechanisms.\r\nHe graduated in Law from the University of Macerata, with a thesis in Administrative Law on the pre-emption of cultural heritage. In 2022, he obtained a Master's Degree in Administrative Procedural Law, organized by the Italian Society of Administrative Lawyers.\r\nHe is a visiting lecturer in Institutions of Public Law, Administrative Law, and European Administrative Law at the University of Rome Tor Vergata.\r\nHe has spent research periods as a Visiting Scholar at the Bodleian Library and the Faculty of Law of the University of Oxford, where he studied comparative forms of public-private cooperation in continental and common law systems.\r\nHe is the Junior Executive Editor of the Italian Law Journal (Tier A).\r\nHe has published essays in journals and chapters in collective volumes \u2013 including in English \u2013 on public contracts, cultural heritage, the relationship between digitalization and administrative procedures, telecommunications and administrative proceedings.\r\nHe has been a member of IRPA since November 2025.<\/p>","link":"https:\/\/archivio.irpa.eu\/en\/fellows\/manlio-lisanti-en\/","name":"Manlio Lisanti","slug":"manlio-lisanti-en","taxonomy":"person","meta":[],"acf":[],"yoast_head":"\n
