He earned his Ph.D in Contract Law at \u201cScuola superiore Sant\u2019Anna\u201d in Pisa (1997). He served as assistant professor at Roma La Sapienza\u00a0 University and as associate professor at \u201cLa Tuscia\u201d University, before becoming full professor in 2003.\r\n\r\nHe studied at the Max-Planck-Institut f\u00fcr ausl\u00e4ndisches \u00f6ffentliches Recht und V\u00f6lkerrecht of Heidelberg (2001-2007) and at the New York University, School of Law (2008, 2010). Currently, he is member of the Board of editors of the European Public Law Review and of the Comparative administrative law network promoted by the Yale Law School.\r\n\r\nHe has published extensively in the fields of theoretical foundations of administrative law, comparative administrative law, regulation and antitrust, economic analysis of law, sport\u2019s law. His books include\u00a0Servizi pubblici e rapporti di utenza\u00a0(2001),\u00a0Pubblico e privato nel diritto amministrativo\u00a0(2003),\u00a0Regole e mercato\u00a0nei\u00a0servizi pubblici\u00a0(2005),\u00a0Le autorit\u00e0 al tempo della crisi\u00a0(with A. Abrescia, 2009).\r\n\r\nAmong the English language publications there are\u00a0Towards a European Legal Order for Services of General Economic Interest\u00a0(2005) and\u00a0The Role of the State in (and after) the Financial Crisis\u00a0(2010).\r\n\r\nHe served as legal counsel of the Prime Minister on Quality of Regulation Affairs (2006-2008). Since April 2009, he is Chairman of the Supervisory Board on Equality of Access to the Telecom Network, appointed by the National Regulatory Authority (AGCOM). He is a consultant of the Italian regulatory authority for the energy sector (AEEG). He is one of the Expert of the Commission encharged by the Italian Government to draft a Global Legal Standard on Business, in the framework of the Italian Presidency of the G8 in 2009. On January 2008 he was invited, as a regulatory affairs expert, to a hearing about the new package on the single market of energy before the European Parliament.\r\n\r\nSince 1998 he is a barrister in the district of Rome.
